Family Service Specialist (FSS)  - Health (Registered Nurse)

POSITION TITLE:      Family Services Specialist/Health (Registered Nurse)

DEFINITION:
This position has functional responsibility for planning, implementing and evaluating the health services program within the delegate agency.  This includes: establishing effective methods of meeting the health needs of children, rendering nursing services required by the performance standards, and providing health education within the agency. 

GENERAL DUTIES, FUNCTIONS AND RESPONSIBILITIES:
The general objectives of the Health Services component of the Head Start Program are to:

  • Provide a comprehensive health services program which includes a broad range of medical, dental, mental health and nutrition services to preschool children, including disabled children, to assist the child's physical, emotional, cognitive and social competence.
  • Promote preventive health services and early intervention.
  • Provide the child's family with the necessary skills and insight and otherwise attempt top link the family to an ongoing health care system to ensure that the child continues to receive comprehensive health care system even after leaving the Head Start Program.

KNOWLEDGE, ABILITIES & SKILLS DESIRED:

  • State and federal laws and regulations governing Head Start-State Preschool health services
  • Principles, techniques, methods and procedures of current nursing practices.
  • Methods of health promotion, disease prevention and control of communicable diseases.
  • Current philosophies and practices related to pediatric nursing.
  • Techniques and resources utilized in assessing and evaluating health needs of children and families in the community setting.
  • Principles and methods of staff training and development, group process and problem solving.
  • Interrelationships of organization, administration and personnel management.
  • Effective oral and written communication techniques for working with a diverse population.
  • Computer applications related to the work.
  • Plan and implement strategies designed to ensure the completion of established goals and objectives.
  • Effectively provide consultation and technical assistance to grantee and program provider staff.
  • Analyze situations accurately and take appropriate necessary action.
  • Remain calm in stressful situations and demonstrate flexibility in approach to the solution of problems.
  • Interpret and analyze proposed and existing state and federal legislation regarding health issues.
  • Communicate effectively orally and in writing.
  • Implement established program evaluation procedures.
  • Establish and maintain effective working relationships with a variety of individuals and groups.

EDUCATION:
A Bachelor's degree in Nursing, Nurse Science or Public Health Administration or a closely related field from an institution of higher learning recognized by the Council for Higher Education Accreditation and,

  • Current and valid California license as a Registered Nurse or Public Health Nurse.
  • Two (2) years of experience in community health, occupational health, or school nursing or related areas.
  • Minimum one (1) year experience in nursing administration or supervision.

HEALTH REQUIREMENTS:

  • Must have a physical examination at the time of employment.  Also must have verification or recent TB.  TB clearance is reviewed annually.

OTHER REQUIRMENTS:

  • Must have a valid California Driver's License.  Access to an automobile, and adequate insurance coverage, or have private transportation available.
  • Bilingual in English and Spanish desirable.
  • Must be fingerprinted for clearance.
  • First Aid and CPR certification.
  • Must enjoy children.
